First Coast Service Options (FCSO) provided case support to the Department of Justice by testifying on behalf of the government in four Medicare fraud trials during FY 2006. All four trials resulted in convictions.

FCSO received an unqualified opinion for the fiscal year (FY) 2006 Centers for Medicare & Medicaid Services (CMS) Statement on Auditing Standards No. 70 (SAS 70) audit, demonstrating strong fiscal management and effective internal controls over its portion of the Medicare program.

FCSO made great strides in increasing its technology-based, provider education by increasing the number of online educational offerings through Web casts and Web-based (WBTs) training courses. FCSO developed and deployed 19 Web casts, interactive visual and audio presentations via the web, which include a question and answer component. FCSO’s current catalog of WBTs includes 10 courses for Part A and 21 for Florida and Connecticut Part B. Overall provider satisfaction with e-learning courses is at 99%. Survey comments include “this is an excellent, convenient way to learn.”

Though FCSO increased the use of technology, face-to-face education remained an important component of its Provider Outreach and Education strategy. FCSO facilitated three Medifest educational symposiums throughout the state of Florida. These three day events, which reached 817 providers, offered a variety of interactive educational sessions. Medifest, considered a best practice by CMS, was expanded to include Connecticut. The inaugural event reached 187 providers in Connecticut realizing high customer satisfaction ratings, and strong recommendation for continuing Medifest in FY07. FCSO’s Provider Education and Outreach team reached over 7500 attendees at 214 face-to-face events in Florida and Connecticut.

FCSO planned and executed a successful FCSO and Golden Corral Flu Campaign. FCSO partnered with five local Golden Corral Restaurants, the Duval County Health Department, Maxim Health Service, Florida Medical Quality Assurance (FMQAI), CMS, and Local Area Agency on Aging (AAA) to offer free flu shots to Medicare Part B beneficiaries during the week of October 10-14, 2005. 1,788 beneficiaries received their flu and/or pneumonia shot.

FCSO’s Golden Corral Flu Campaign won three statewide public relations awards at the 2006 Florida Public Relations Association's Golden Image Awards. This innovative social marketing campaign won the esteemed Golden Image Award and a Judges Award in the Public Information Category. Additionally, the news release issued to the local media to promote the campaign won a separate Golden Image Award. Golden Image Awards are presented to the top scoring entry in each category and the Judges Award is presented by the judges to any outstanding entry that achieves maximum results while using a minimum amount of money.

FCSO organized and/or facilitated three successful Medicare Telephone Banks with WFLA News Channel 8 in Tampa, FL on November 2-3, 2005, WJXT TV News Channel 4 in Jacksonville on May 3, 2006, and Univision 62 WVEA in Tampa, FL on November 15, 2005. The latter, entitled Linea de Ayuda, targeted Spanish-speaking beneficiaries and their caregivers.
